OEM keys in particular are distributed in bulk to authorized resellers at a steep discount versus the retail sticker price, and that discount gets passed down the chain.
This is exactly the same reason a boxed retail copy of software from a big-box store costs more than the equivalent OEM key sold alongside a prebuilt PC — same software, different distribution channel, different price.
What Makes a Key Genuinely Fake or Stolen
The actual scam risk isn't low pricing itself — it's a key that was never legitimately purchased in the first place, most commonly a stolen credit card used to buy Microsoft licenses in bulk, which get resold before the fraudulent purchase is caught and the keys get revoked. - Reviews and a track record, not a brand-new storefront with no history
- Reasonable pricing relative to known wholesale channels — a $5 Windows 11 Pro key is a red flag; a $15–25 one generally isn't
Signs of a Scam to Avoid
- No stated refund policy, or a policy that excludes activation failures
- Prices so far below even OEM wholesale rates that the math doesn't add up
- No way to contact a real person before or after purchase
